Passengers that rent a car from Budget at Toronto Pearson Airport can add additional drivers to the agreement. However, all additional drivers must meet the same minimum age and driver’s license requirements as the renter.

At this location, renters must be at least 21 years. All renters must have a valid credit card and driver's license. At the time of rental, there will be an additional $25.00 CAD per day as an underage surcharge for drivers between 21-24.

Furthermore, underage renters will not be permitted to rent luxury cars, mini-vans, 12-passenger vans, specialty cars, full-size SUVs and premium SUVs.
